You should only approach the bully's parents if the bullying hasn't taken place on school property. At least if it's taken place on school property, protocol has it that you go through the school first. You have to deal with it that way. However, if it has been off school property, then yes, absolutely a parent should address the bully's parents. And sadly, and often, you might have to go through law enforcement or deal with an attorney. And for example, with cyber-bullying, there are various different steps that a parent should take to deal with cyber-bullying. And the number one step that they need to advise their child is to not respond to the aggressive language via the internet, and keep copies of every type of interaction, and again, you may have to go to the police.
